The Collapse of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are issued from various governments. Significant resources is devoted on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by current data. From vantage locations, defense planes that had been deployed to engage hostile aerial threats flew past – sophisticated military planes delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems engaged: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, probably delivered by Western nations. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly transforms into resigned acknowledgment: maybe the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.

Ongoing Risks

Soon after, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its objective.

With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and utility failures in many homes as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a need that European nations are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new approach from Washington adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually achieve victory. This pattern will, certainly, continue.

Political Considerations

It is convenient to criticize specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a premise understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The White House assumes that it is unfeasible to force Russia to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from assuming that the situation will not shift further in its benefit in the months ahead.

Divergent Views

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a total frontline collapse until conditions improve in its benefit.

Current Realities

Objectively, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their task will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.

While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, primarily depend on ongoing international assistance.
